I’m not sure if the ballast plays a direct role in the AFS functioning, or if it’s just a common trigger of a “dipped headlight” warning – if it does, I would assume only in transferring power to the swivel module, but it sounds like your AFS is getting plenty of power, so my guess is the swivel module itself is bad on your lights.
